Most programmes stage from Tirana, because that is where the international arrivals, the large meeting spaces and the hotel capacity are, then move out to one or two regions rather than three or four. Albania is small on a map and slow on the ground, and the difference between a good week and an exhausting one is usually restraint in the routing.
